Local fix
Problem summary
There are actually two problems when restoring(non-managed) branches : 1. The baseline dependencies are not restored correctly, they are copied from the snapshot so the dependent projects point to the snapshot baselines after the restore. This is the cause of the exception that we saw. 2. The contents of the depend project were not also restored.
Problem conclusion
The code is fixed
Temporary fix
