HARDWAIT FED can occur when during cancel processing the dump routine itself is cancelled.

Problem summary
**************************************************************** * USERS AFFECTED: All. * **************************************************************** * PROBLEM DESCRIPTION: WAITFED during cancel processing. * **************************************************************** Hardwait FED occurs if TCBXXSA holds cancel message for ERR47 or ERR48 and dump routine cannot issue message and free TCBXXSA area. This happened because dump routine was intercepted by an erroneous vendor program which caused a cancel of the dump routine. The area is then freed late in the cleanup process. Any service in the cleanup process that also requires TCBXXSA will enter hardwait.
Problem conclusion
Free TCBXXSA early in the cleanup process additionally. This does not harm because dump routine will not get control anymore.
