Troubleshooting
Problem
Attempt to upgrade IBM Tivoli Service Request Manager (TSRM) version 7.2.1.0 to 7.2.1.3 fails with error in CTGInstallMessage00.log
Symptom
Review CTGInstallMessage00.log for error and you'll see the following:

TSRM version 7.2.1.0 with IBM Deployment Engine (DE)
Diagnosing The Problem
Review the packagedIU.xml and you'll notice that the minimum Version required for Service Catalog Language Support Feature is specified as 7.2.1 but currently installed version of the same feature is 7.2.0.0.

Resolving The Problem
To resolve this issue, we have two solutions :
1. We have to upgrade the Service Catalog Language Support Feature to 7.2.1 level and then try Service Catalog 7.2.1.3 installation
2. We have to change the minimumVersion in packagedIU.xml for Service Catalog Language Support Feature to 7.2.0 level and then try Service Catalog 7.2.1.3 installation
