Error description
When running the aixpert command to undo the security level on a system, it fails with following error: # aixpert -u do_action(): rule(hls_dislpd_36C3B025) : failed. do_action(): rule(hls_discde_36C3B025) : failed. do_action(): rule(hls_dtspc_36C3B025) : failed. do_action(): rule(hls_ttdbserver_36C3B025) : failed. do_action(): rule(hls_cmsd_36C3B025) : failed. This problem can be recreated at AIX 6.1 TL6 SP3.

Problem conclusion
If the entries are not there in /etc/inittab and /etc/inetd.co nf then don't disbale lpd,cde,spc,ttdbserver and cmsd, so that undo will work properly
