Problem
Attempts to install EMC Celerra Dart group results in IBM Rational ClearCase cleartool mkview and mkelem errors such as "Operation not permitted".
Symptom
cleartool mkview fails with:
cleartool: Error: unable to set ownership of file
/nasdevice/viewname.vws: Operation not permitted.
cleartool mkelem fails with:

Cause
EMC Celerra setting changed when new DART group was installed.
When the new Dart group is installed on the EMC Celerra NetAPP during a maintenance upgrade, it can result in the parameter, rstchown being set to default of 1. This can interfere with proper NFS access with ClearCase.
Note: When using NFS, be aware that the operating system controls privileges to file ownership. Therefore most Linux, Solaris and NAS machines that are NFS servers, will not allow a successful cp -p for retaining ownership (or chown by a normal non-root user) when that parameter is set to 1.
Diagnosing The Problem
Check the setting of the parameter rstchown on the EMC Celerra netAPP.
The default setting of 1 will not allow ClearCase to change the user id when needed.
Resolving The Problem
On the EMC Celerra, change the rstchown parameter setting to 0.
Note: This parameter applies to NFS, but not to CIFS.
