Error description

• Recovery job tries to start the database before the DBR has
  completed on other IMS systems.

  *                      if they are on the Recovery List        *
  *                      already.                                *

  * RECOMMENDATION: INSTALL CORRECTIVE SERVICE FOR APAR/PTF      *
  ****************************************************************
  We should do SWI OLDS only once during a recovery process,
  also if an INDEX is already in the recovery list, we should
  not add it to the index list for DBR/STA.
