Error description

• ANALYZEPART, when run with PARTNUM(n), the tool needs to honor
  the number of partitions and as evenly as possible spread
  the high keys over that number of partitions and not reduce the
  number of partition or make the last partition smaller in size.
  RFE 30138 -Change ANALYZEPART/MAINTAIN such that PARTNUM() is
  honored, exactly.
