  When VOLALLO is specified, the VOLALLO specifications should be
  used for the Shadow Datasets.
  Toolkit is working correctly in this circumstance for
  the A-J (partitions).
  For the X (primary index) datasets, an APAR PM65460 causes
  the X to be allocated with its original size, not the VOLALLO
  size because the X datasets would be much larger than needed.
  For the L (ILDS) datasets, the VOLALLO is used for their
  allocation and that is also too large.
  What is needed for the X and L datasets is the addition of
  two new options: VOLALLOX and VOLALLOL so that their sizes
  can be specifically controlled when the shadow datasets are
  allocated.
