Error description
After upgraded MQ to V710, CSQX407I is informing of an inconsistency in the values of one or more of the DEFPRTY, DEFPSIST, DEFPRESP or DEFBIND queue attributes, issues DIS QC & QL against each of the QMGRs in the cluster and don't see any mismatches. The problem only occurs if the queues in question were defined when the local queue-managers were running V6.

This means that the CLQ on those V701 queue managers have a DefPutResponse (DEFPRESP) value of 0 (which is not allowed). When the V701 queue manager is migrated to V710 the queue will still keep the DEFPRESP value of 0, but if the queue manager hosts a same named object, and that object is altered then a check is made in rrmCheckClqConsistency which finds the discrepancy and reports it with message CSQX407I.
Problem conclusion
rrmCheckClqConsistency will now find any instances of a CLQ which have DefPutResponse of 0 and reset it to the default value of 1 (corresponding to SYNC). 100Y CMQXRECO
