Error description
After migration to WebSphere MQ Version 710 multiple instances of CSQE020E are seen at initial QMGR start and some time after restart. At restart this indicates that the QMGR is going through all CFSTRUCTS (including those which are 'auto-defined' by DEFINE QLOCAL which can specify a CFSTRUCT which does not yet physically exist in the CF). For the case where CFSTRUCTs have been auto-defined by the QMGR itself, it is unnecesary for the queue-manager to automatically attempt to connect to these structures (either at start-up, or when notified by the operating system that CF resources have become available). This apar will serve to rectify this behavior.

Before the connection to the structure is attempted, the ENF listener is started and it is stopped if the connection is successful. When ENF events are received, a connection to the invalid structure is attempted generating the IXL013I and CSQE020E messages again.
Problem conclusion
Queue manager restart has been changed to not attempt to connect to CFSTRUCT objects that had never been used. This will stop all the IXL013I and CSQE020E messages for this structure unless one of the queues defined in the structure is opened by an application. 100Y CSQERADM
