Sterling Control Center does not start after you copy files in /conf folder from one installation to another

Problem

Sterling Control Center does not start after you copy across some files from the /conf folder between two installs.

Symptom

CCTR023E Start Service failed.

CSVC001E Initialization failed.

CSVC001E Initialization failed.

CUSR009E Error while loading user. The user definition file name is ..\conf\users\named_file.xml

Cause

This error occurs whenever a configuration file (for example the user file named_file.xml) has been copied from one Sterling Control Center installation to another without copying the entire conf directory, which contains the unique password encryption scheme for each installation.

Resolving The Problem

Delete the copied file.
