CREATE_WAVE_SHIP_GROUP agent server throws ORA-1841 while creating wave

Symptom

teps to simulate:
------------------
1) Configure the routing guide to assin Service to shipments
2) Create a shipment without a Service and run ROUTE_SHIPMETN agent to assign Service(Carrier info) to shipment
3) Rung the CREATE_WAVE_SHIP_GROUP agent to include this shipment to a wave
4) System will throw below error:


Expectations
------------
System should not throw error and should have included the shipment into the wave
