Error description

• HALDB Toolkit can cause ABENDS0C4 when an open error for a RECON
  dataset, such as IEC161 058(018)-061 for RECON1, occurs.

  Since HALDB Toolkit does not care an open error for a RECON
  dataset which occurs under special conditions, such as IEC161
  058(018)-061 for RECON1, ABENDS0C4 can occur.
  

Problem conclusion

• IHCWCPY0 has been changed to proper check for an open error
  for a RECON dataset.
