Error description

• High CPU usage in data streamer, when the data contains a high
  volume of extended EBCDIC characters that, when transformed to
  UTF-8, result in multi-byte characters.

  Conversion of multi-byte character streams is being done
  inefficiently.
  

Problem conclusion

• Data Streamer code has been rewritten to handle conversion of
  multi byte characters streams without using a high amount of
  CPU.
