How can I modify an order's bill-to or ship-to address?

Cause

Resolving The Problem

The Order's Ship-to address can be modified at the Header and Line levels through Scheduled status, and the Release level after Scheduled status, up through Included In Shipment status.
The Order's Bill-to address can be modified at the Header level through Included in Shipment status, and the Release level after Scheduled status, up through Included In Shipment status.
The factory default Modification Rules are for Draft, Created, and Reserved statuses; all other statuses are Ignored.

Note that neither a Ship-to nor Bill-to can be changed on an Order that has been Shipped.
