Send Invoice generating Duplicates

Symptom

PART: Platform 3.1 SUN Platform
COMPONENT: <None>

Send Invoice is single threaded so when it runs twice in cron it will produce duplicate published records and in GATX's case, produce duplicate emails. When running every 10 mins or 1 hour then giving duplicates. Current volume a few100 orders /day but likely to increase so would like the execution of this program to be faster.

Cause

Resolving The Problem

Do not sumbit two instances of the Send Invoice agent. Enforce this in the script.
