Problem
After logging onto the Windows server, when user1 id attempts to login to Gentran a Database Exception Encountered error is thrown.
After logging onto the Windows server, user2 id successfully logs into Gentran with any of the gentran user ids (including user1 and user2 ids).

Symptom
Database Exception Encountered error when user1 id attempts to login to Gentran.
Cause
User accounts that log onto the MS Windows Server must have access to the database; user1 id does not have rights to the SQL database.
Resolving The Problem
In this specific case, there are two sets of EDIUSER and EDIADMIN groups that are named differently.
The correct groups are not given login permissions on the SQL database, but the incorrect groups are. The DBA swapped the groups out and that resolves the issue.
