You are in: IBM i Technology Updates  > IBM Navigator for i > Service Availability > Java Message Service Error Because of Port Restrictions on Certain IBM i Systems
If you are using IBM Navigator for i, and you select to view a list of resources, and receive the error message:  "Create connection to local://ibm.tivoli.rest_16324 failed … ", the reason is most likely because that particular port on the IBM i you are connected to is not available for use.
To remove this port restriction, you can go to the TCP/IP Configuration Properties panel on IBM Navigator for i, by selecting All Tasks under the Network task category, then opening up TCP/IP Configuration, and then clicking on the TCP/IP Configuration Properties task.
Or, you can also enter the the CFGTCP command from an emulation session to go to the Configure TCP/IP menu.

Once the port restruction for port 16324 has been removed, you will need to restart the HTTP Admin server.
