Problem
When attempting to create and test a Planning Analytics datasource in Cognos Analytics, the following error is encountered:
XTR-ERR-0005 A request to the TM1 resulted in error: "[403] Forbidden".

Resolving The Problem
In this scenario, the customer had CAM Security enabled for their TM1 Server. However they also had the following tm1s.cfg parameters set in their tm1s.cfg file:
SupportOpenConnect=
OpenConnectConfig=
SupportOpenConnect=
OpenConnectConfig=
For a CAM Secured TM1 Server, the above two parameters are not required. Removing (or commenting out) the parameters above should resolve the '[403] Forbidden' error.
