Troubleshooting
Problem
Error message displayed while trying to log on to Framework Manager during loading of a project.
Symptom
"Server busy:
This action can not be completed because the other program is busy. Choose Switch to activate the busy program and correct the problem."
Cause
The URLs provided to Cognos Configuration are in FQDN form (ie with a domain appended) so when Internet Explorer sees this, it considers it to be on the Internet, not on the Intranet, even though the domain provided is an internal domain name.

Diagnosing The Problem
Although FM is a Client Application, it uses the MFC library, which invokes IE.
Resolving The Problem
Add server names in the Intranet zone of Trusted Sites in Internet Explorer
