Abstract
This fix pack is a cumulative release and addresses some new APARs and internally found issues since the release of IBM Tivoli Netcool/Impact Version 7.1.0 Fix Pack 26 (for both Impact Core and Impact for NOI).
Prerequisites
This fix pack includes all maintenance since the GA of Impact V7.1.0. This fix pack can be applied directly to the base V7.1.0 product release or any previous fix pack or interim fix level.
NOTE:
- Upgrading to 7.1.0.4 is required, when the Impact version to be updated is at 7.1.0.1, 2, or 3
- Before performing the installation or the upgrade of IBM Tivoli Netcool/Impact, download the attached 7.1.0-TIV-NCI-FP0027-README file and review the section "3.0 Installation information" and associated subsections.

Add Root Cause Analysis policies to ImpactThe probable-cause analysis is performed in "Watson for AIOps Event Manager" automatically for events that have been grouped by a topological association. By default, the Node field of the synthetic parent event created is set to the unique group identifier for the group. Also, by default, CNEA sets the Summary field of the synthetic parent event to include the Summary field of the child event with the highest probable cause score. It might be desirable to also align the Node field of the synthetic parent event to match that of the child event with the highest probable cause score.
Included within Netcool/Impact 7.1.0.27 is a new project, EventManagementAnalytics, which allows you to perform probable-cause analysis for other types of grouped events also. You can also modify the weightings applied for the different criteria, as well as add custom keywords that are important to your organization. The project also has a Policy and Service that causes the Node field of synthetic parent events to track to the Node field of the child event with the highest probable cause score.
Note : for upgraded full cloud NOI systems, a manual step is required to create the EventManagementAnalytics project. See here for details.

The impact_server_health_check.sh script now automatically scans the "tmp" space and determines whether there is enough space to allow for possible data collection during upgrades. If not enough space is available, the script terminates the scan and provides the option to set an environment variable to point to a location with more available space, for example:export IBM_JAVA_OPTIONS=-Djava.io.tmpdir=<directory_with_space>

- Tivoli Business Service Manager: If you are using the Time Window Analyzer marker, DO NOT UPGRADE Impact to 7.1.0.27.
The commons-httpclient-3.0.1-CVE-2012-5783.jar has been removed from Impact but the Tivoli Business Service Manager - Time Window Analyzer marker requires this JAR file for it to work. - NOI 1.6.6: TLSv1.3 is not supported by Impact 7.1.0.27 when run as part of NOI 1.6.6.

Cannot save OAuth data sources with a blank Client SecretSymptoms: When attempting to save an OAuth data source, the save fails with a validation error, "Client Secret is a required field." even though the Client Secret should be an optional field.Resolution: Enter a temporary value into the Client Secret field and save the OAuth data source as normal. And after saving the data source change, perform the following actions:
1. Edit the .ds file found at: <IMPACT_HOME>/etc/<SERVER>_<DATASOURCE>.ds
