This document describes how to open a PDF file or any other file format with a hyperlink or HTML code in a new window from a report
Cause
You need to add the file to the correct location and use the correct URL.
You should have gateway set up for this URL to work correctly.
Answer
Steps...
1) Copy the pdf file to <install_direcotry>\webcontent\bi
2) Add a Hyperlink which contains the following URL as http(s)://server.domain.tld/ibmcognos/bi/fileName.pdf
and it should open in a new window
