I'm trying to follow the instructions for installing the Search Content Manager and it says, "If running with UAC enabled, do it as an administrator". What does that mean and how do I tell if UAC is enabled?

This is a Vista/2008 thing. You can find out if it's on (and disable it) under Control Panels->User Accounts->Turn UAC On or Off
From server 2008:
to see if UAC is enabled to the start menu and click the control panel. From there click User Accounts. You will see an option 'Turn User Account Control on or off' - click that and you will then see a checkbox to enable UAC.
There are other UAC options to configure. In the start menu choose Run and enter:
secpol.msc
Under Security Settings choose Local Policies and then Security Options. At the bottom you'll see a bunch of "User Account Control" settings that can be enabled / disabled.
The best way to see if something works in UAC is to run it as a non-administrator account - ideally an account that has the same user permissions that you expect users to run your program under.
