Steps

JSESSIONID_ibm_console_16310 cookie is not something that uses unsecured port. It is a cookie name. You can change the name of the cookie to 16311 port also.

  1. Log in to WebSphere Application Server admin console through smadmin user
  2. Go to Applications->Application Types->WebSphere Enterprise Applications
  3. Click on isc
  4. Click Web Module Properties->Session Management
  5. Click on "Enable Cookies" link and change cookie name
  6. Restart JazzSM profile server to get changes reflect

This cookie is required for DASH application to work. Same is the cookie used for portlets deployed on DASH. In case this cookie is disabled, DASH login itself doesn't work.
