Troubleshooting


Problem

When trying to start the Cognos Dispatcher service it fails with: Failed to send HTTP request or read HTTP response

Symptom

Caused by: java.net.ConnectException: Connection refused

Cause

Dispatcher port number that was configured in Cognos Configuration is either blocked or currently in use by another process.

Resolving The Problem

In Cognos configuration change the port number of the dispatcher to an available port number on the server.
