Problem
We use "CPU used" as reported from the VMWare hypervisor to make autonomic decisions, so we report the values of "CPU used" as they come from the hypervisor exactly.
Cause
CPU utilized indicates how much time a CPU was busy with time being even, where as CPU used shows the total amount of work that’s been done while being influenced by technologies like Hyper-Threading and power management.
Resolving The Problem
We need to see the actual amount of work being done to make accurate decisions, so we use "CPU used".
