COM: Why does the getFulfillmentOptionsForLines API not always get called upon adding items to an order?

Problem statement:
In the Add Items screens, when an item is added to the order, the getFulfillmentOptionsForLines API is expected to be called as a part of a multiApi call. However, this API does not always get called. Why is this so?

Solution:
1. The getFulfillmentOptionsForLines API call needs the ShipTo information as input. Through the COM application, it is possible to add items to an order before entering the ShipTo information.
2. Even if the step of Customer Selection is prior to the step of adding items, the user can 'Skip' the step of Customer Selection.
3. In such a scenario, the getFulfillmentOptionsForLines API would NOT get called at the time of adding items to the order.
