Cannot connect to Oracle - ORA-00018 or ORA-00604 is thrown.

Troubleshooting

Problem

Cannot connect to Oracle - ORA-00018 or ORA-00604 is thrown.

Symptom

From Sterling Application, when the user make a request to Application Server (like clicking a button or action etc) after sometime the system errors with ORA-00018 or ORA-00604.
Error Message
java.sql.SQLException - ORA-00604 or ORA-00018 seen.

Resolving The Problem

The Oracle server throws these errors because it is running out of sessions to give to the Application Server. As mentioned in the action, one can increase the Oracle session parameter to match the application load. Also, have a tab on what all applications are using the same database (it does not matter, even if it is a different schema). Maybe one can remove some applications pointing to the same database and point it to different database.
For Oracle error ORA-00604, according to this stack one sees that the root cause is again: ORA-00018 (not enough sessions available).
Refer to the Oracle Error descriptions for possible actions and resolutions.
