Cannot add IBM Framework for Office COM Add-in

Troubleshooting


Problem

IBM Planning Analytics ribbon does not appear in Excel.  Excel Add-ins are showing properly however COM Add-ins are not showing "IBM Framework for Office" Add-in.
Checking the registry entries for CognosOffice12.Connection are showing values set to 3. 
Adding the COM add-in (cognosofficeshim12.dll) manually does nothing as it is still not visible in the COM add-ins window. 

Symptom

IBM Planning Analytics ribbon does not appear in Excel. 

Cause

User does not have admin permissions when adding the COM add-in in Excel.

Resolving The Problem

You need to have ADMIN permissions when adding the COM add-in manually (OR administrator profile).

Once this is done, the "IBM Framework for Office" COM-add in will stick and the IBM Planning Analytics ribbon should appear when launching Excel.
