Problem
Attempts to access IBM Rational Jazz Team Server (JTS) results in "The server status cannot be retrieved."
Symptom
The following error appears when trying to access JTS.

Cause
JTS is unable to connect to the SQL Server database.
This error can be caused when the SQL Server Browser Service is not running.
Environment
The JTS repository uses a SQL Server database.
Diagnosing The Problem
Check the jts.log for the detailed error.

com.ibm.team.repository - The server was unable to connect to the database because the database connection settings are invalid or because database is unreachable (SQLSTATE: 08S01, SQLCODE: 0). Verify the connection settings in your teamserver.properties file. See the Jazz Team Server log for more information.
com.microsoft.sqlserver.jdbc.SQLServerException: The connection to the host <host_name>, named instance <instance_name> failed. Error: "java.net.SocketTimeoutException: Receive timed out". Verify the server and instance names and check that no firewall is blocking UDP traffic to port 1434. For SQL Server 2005 or later, verify that the SQL Server Browser Service is running on the host.
Resolving The Problem
Ensure that the SQL Server Browser Service is up and running successfully. Then, restart JTS and make sure it can successfully connect to the database.
