  Db2 may abend 04E-00C90101 in DSNKINSN:5009 for crreate FTB
  following incorrect lock cache state. This may happen if IRLM
  had incorrect held resultant lock state for the FTB plock.
  The resultant held lock state may result from residual value
  stored from previous Plock Exit failure on that member.
  IRLM recalculated the cache state for a subsequent FTB plock
  based on the incorrect held lock state value. This could result
  in failure to create FTB and send notify in Index Manager.

  This APAR corrects an error in initializing error tracking field
  in the lock contention management for a FTB P-Lock.  IRLM will
  be resetting the error tracking flag in CIWA block during the
  start of a new contention interval to prevent incorrect held
  resultant lock state value.
