APAR status

• Closed as program error.

Error description

• ABENDPRG001 can occur following a SIGNAL SHUTDOWN command.
  
  SIGNAL SHUTDOWN processing can cause HCPWRPSD to be invoked
  multiple times, leading to system failues such as ABENDPRG001.
  A timeout for a guest signal can cause a second or subsequent
  call to HCPWRPSD, which should not be permitted.

  If guests that are enabled for SHUTDOWN signals do not respond
  to their signals before system termination begins, the timeouts
  associated wth those signals can cause system termination to be
  invoked multiple times, which can lead to various system
  failures and prevent an orderly z/VM system shutdown.

• Code has been changed to avoid initiating system termination if
  it has already started
