• In some cases, virtual machines using the *VMEVENT IUCV System
  Service can cause a deadlock where the system appears hung.

  The *VMEVENT IUCV System Service acquires the SYSTEM IUCV lock
  unnecessarily. If a guest with a connection to *VMEVENT happens
  to issue an IUCV instruction associated with another connection
  to SYSTEM while a *VMEVENT notification is being delivered, a
  deadly embrace can occur, eventually leading to most guests
  becoming inoperative.
  

Problem conclusion

• Code has been changed to not acquire the SYSTEM IUCV lock when
  processing *VMEVENT notifications.
