Error description

• VM66221 can cause a SYN002 abend at HCPSYN+48A.
  
  APAR VM66221 introduced a condition that could possibly cause an
  ABENDSYN002 in the case where MONITOR is running and
  all of the EDEVs associated with a CHPID have been deleted.
  The code path in this instance will not obtain the MONITOR lock
  for that CHPID but then attempts to release it causing the
  ABEND.

  When using monitor with EDEVS with VM66221 applied
  an ABENDSYN002 is possible if the last EDEV using
  a particular CHPID is deleted.
  This fix will also correct
  a potential hang condition in some
  cases where the CHABK CHASLOCK may be
  obtained but nor properly released
  in all cases.
  

Problem conclusion

• This fix addresses the issue that causes the ABENDSYN002 and
  also provides
  a fix for a potential hang case where the same lock, CHASLOCK,
  is obtained but
  is never released.
