  Guests with more than one virtual CPU can receive inconsistent
  results in the List PCI functions request responses.  This is
  particularly for the flag indicating the state of the PCI UID
  uniqueness enforcement controlled by the SET IO_OPT command.
  

Problem conclusion

• The simulation for guest List PCI Function requests was updated
  to ensure the response is always determined correctly for all
  guests.
