Error description
The issue occurs whenever: 1) the database tables have been created using a given database user, 2) and the datasource is configured to connect to the database with a different user, and some synonyms are used to reference the tables created using the other user. In this case, decision center fails to detect the database schema because it does not look for synonyms. As a result the installation wizard is opened each time a user logs in the Enterprise console and the database schema cannot be used as expected.
