Error description

• When building a ruleproject with Build command, if the package
  name inside the <name> element in the .rulepackage is not the
  same as the package folder name, the rules inside that package
  won't be exported in the ruleset archive.
  

Local fix

• Fix the package name inside the "<name>" element
  (<name>mypackage</name>) to be consistent with the rule package
  folder name in all the .rulepackage files.
