APAR status

• Closed as program error.

Error description

• When executing a rete task there is an NPE in a condition that
  should not be invoked because a condition before the test that
  fails if false and should stop the evaluation.
  The same task works as expected when in Fastpath mode.
  

Local fix

• in Rule Designer and Decision Center add the JVM option
  -Dcom.ibm.rules.engine.normalization.uncommutativeAndOptimized=
  false
