• When a rule with a new tag is merge with a deleted rule an
  error might be thrown during the merge,
  
  There is already an
  item for which the property 'brm.Tag.name' is 'test' in rule
  named 'xxxx' (rule uuid = 'xxxxxxxxxxxxxxxxxxxxx').
