APAR status

• Closed as program error.

Error description

• Project element of same name might be added to the same parent
  folder separately in two branches. Then apply merge will abort
  with error message " uuid:<uuid> projectName:<project
  name>qualifiedName:PolicyRules.03 Custom.7.C07QY
  type:RulePackageInfo checksum:null".
  A clear error message indicates the cause of the error should be
  provided so the conflicting element can be renamed to avoid
  conflict.
  

Local fix

• User should make sure the merge will not attempt to add a new
  element with a name that is already used in the target branch.
  Rename the conflicting element before merge.
