Error description

• There is no documentation that describes how to remove the
  standard rule project from decision center.
  

Local fix

• In order to remove the standard rule project from the business
  console, user can do the following:
  
  1. In the business console, user can remove the standard rule
  project dependency.
  2. In the RD, client can sync the standard rule project from DC.
  3. In RD, convert the standard rule project to decision service
  main project.
  4. After the teamserver is launched, client can delete the main
  decision service project.
