APAR status

• Closed as program error.

Error description

• Deploying from Business Console, if a ruleapp v1 relying on a
  xom v1 is deployed, then a ruleapp v1.1 depending on a xom v2,
  and then a ruleapp v 1.2 relying on xom v1, then ruleapp 1.2
  does not reference any library and cannot be executed.
  Note that this is only the case when the XOM does not change at
  all, eg when a zip containing the decision project and
  including the XOM is imported in Decision Center (if the xom is
  rebuilt and changes even by 1 bit, it is recognised as a
  different one and everything works fine) and a deployment
  happens from there.
