Error description

• Sometimes in Rete rule task, a rule scoped collection variable
  is not populated correctly after other rules updated the
  relevant objects. So the condition is not evaluated correctly.
  This issue occurred in DE.
  

Local fix

• Switch to other rule execution algorithm or reorg the rule flow
