Error description
When rule artifacts are associated with an old format UUID (as may be the case with rule repositories that have been migrated from 6.x and earlier versions of JRules) the handling of conflicts during synchronization may not work. In particular if the uuid of a vocabulary file is in the old format UUID ( for instance uuid = _E_8SsI08Edy__dwEuJUOwg ) and there is a conflict between Rule Designer and Decision Center, it is not possible to either "Override and publish" or "Override and update" because a "Name conflicts" problem is reported: "There are conflicts with elements that have the same name but not the same IDs. model_en.voc This conflict can be solved by renaming elements differently. If you continue the operation, those elements will not be published." The same may happen with rules using an old format uuid, and resolving conflicts may not be possible.

During synchronization UUID from older versions are updated to a newer format. If there is a conflict detected the formatting is not properly handled and the UUID does not get converted
