Error description
If you try migrating an existing struts project that was created in WSAD v5.x into RAD v6 and then run it on WAS v6 you will most likely see this error upon starting the EAR: TRAS0014I: The following exception was logged java.net.MalformedURLException: SRVE0238E: Resource paths should have a leading slash followed by a long stack trace. In WSAD v5.x when you create a struts project, the Action servlet's config parameter will be set to "WEB-INF/struts-config.xml". This seems to be a problem for WAS v6 and RAD v6 has accounted for that when you create a new project, however if you are migrating there is no warning.
Local fix
To fix the problem change the parameter to "/WEB-INF/struts-config.xml"
