Error description

• Incorrect data returned when using a single % wildcard for
  Misc. Filters.
  
  For example, use Filter Type A, Filter = % and blank for
  Exclude.
  This should return data for all authid's. Instead, it returns
  no data.
  
  If you use Filter Type A, Filter = % and Y for Exclude, it
  should return no data. Instead, it returns data for all authids.
