• Closed as program error.

Error description

• If site has defined RACF with no access to active logs
  {UACC(NONE)}, product will fail on access to needed active logs
  (error IEC161I -040).Improper handling is for active logs only;
  all other resources (archive logs, BSDS,etc) have proper
  internal handling.
