PQ91545: select filter from a saved dataset may cause error error message CQM231E in some cases

Error description

• During filter maintenance it is possible that a blank line can
  be created after some create via repeat (R) and then delete (D)
  of the copied filter. CQM then may issue error message CQM231E
  and cursor will locate to the blank line.
  
  Code has been updated to resolve this error.
