PQ91332: allow manual define of VSAM file w/o SMS control

Error description

• New parameters have been added in CQMPARMS to support non-SMS
  allocations for QM's backstore datasets. These parameters are
  UNITNAME, METRDATA_UNITNAME, OBJSDATA_UNITNAME,
  TEXTDATA_UNITNAME, EXCPDATA_UNITNAME, EXCPINDX_UNITNAME,
  DB2CDATA_UNITNAME, and SQLCDATA_UNITNAME. These parameters do
  not default however the _UNITNAME specifications will default to
  UNITNAME if ommited and the UNITNAME parm is present. This
  behavior is similiar to the STORCLAS specifications. These
  parameters allow the user to specify an estoric name, generic
  device type or a device address for QM's backstore datasets.
  

Local fix

•    Use SMS for now if possible.
