PQ89074: If decimal point = ',' generated SQL can be incorrect

Error description

• For any site that defines a decimal point as a comma, this fix
  should be applied. SQL can be generated with syntax errors
  causing SQL errors.
  This will normally produce the following error message:
   DSNT408I SQLCODE = -104, ERROR:  ILLEGAL SYMBOL ", ".
